I think what it is meant by publick auction is minerals which are owned by the State. Both ND and MT hold auctions several times a year but keep in mind that the amounts paid are generally much higher than you would recieve due to seveal factors. Such factors include no extensive research is needed by a landman and most of these leases are for a five year term.
