I'm sorry to hear of your recent loss. Please allow my condolences to your Mother.
There are Richland Counties in Illinois, Montana, North Dakota, Ohio, South Carolina and Wisconsin. There is even a Richland Parish in Louisiana.
Whichever one you are looking for an Attorney in, the State or Local Bar Associations should be able to help you locate several that you could interview. You always want one that you get along with and have absolute trust in.

You might not need to do anything. If her husband left his Estate to her in his Will, and the Will was filed in Court, any half decent landman will be able to figure out that she is now the owner of his mineral interest. If he was receiving royalties when he passed away, you can go to the Court, get a Certified Copy of his Probate, and send that to the oil-and-gas company for them to switch the royalty checks to your mother's name. And if her husband did not have a Will, she might still be the legal owner of his mineral interest under the laws of descent and distribution
