We are being told our division orders are setting on a lawyers desk ready to be sent for several weeks and they have not been sent. How do we get this done.

Sounds like the "sitting on the lawyer's desk" is a "the check is in the mail" canned excuse that is being given to you and many other royalty owners by this operator.
Even though I guess that one could hire a lawyer to try to get the operator to speed up the DO preparation and mail out process, the only option you have is to wait.
My own personal experience with a major Karnes County operator was a multiple month delay between intiial prodution (April) and receiving the DO (early August).
Some things move very slowly (at least by royalty owners' standards) in the oil field.
If it is more than 120 days from first production, or shorter if your lease shortened it, then they are in violation of Texas law.
