According to the RRC, they have 2 years after the permit is issued to spud the well. Then, once spudded, again, according to a phone call earlier this week at the RRC, they have another 2 years to actually produce the well. I haven’t seen this happen, yet, but the difficulty to get the oil to market might cause some to slow down the efforts to produce until the infrastructure can catch up and Permian oil can actually be sold at the WTI index.
