We had a blow-out of oil in 17n3w9 yesterday there is oil all over the pasture and roadway. My question is who to report this to. The smell last night was terrible.

Are you in Section 9 where the Peacock and the Mallard pad is located?
If so, may I call you? I have interest in the Peacock.
I would also recommend talking to a good oil and gas attorney. You have damages you will need to be compensated for.
I would be shocked if it wasn't already reported by the oil company. If the grass has only a had a spray of oil on it you will find it to the greenest grass in the pasture this summer .I've seen wheat sprayed with oil several times and it grows better than the rest .Not the case if its saltwater.
Have you tried calling the oil company? Are you afraid to talk to them? They likely already have a damage schedule or can remediate it quickly. Lee is right in that if it is just a spray of oil and wasn't a significant spill then it will be fine and about two months of rain and warm weather will naturally fertilize the ground.
