Old cap oilwells

Once an oil or gas has been caped is it possible to reopen the well at that location to see if it produces again?

If the well was officially abandoned then one would have to apply to State regulatory office to re open the well. Expense would be incurred to rehab the well to get it back to producing capability. Rig would probably be require to drill out cement plug since most states require some sort of cement plug prior to abandonment.

If you mean plugged, and the well is in Texas, they usually pour cement down the borehole, so reactivating the well would be difficult.

I read somewhere that there is a natural gas belt from santa Elena txt to the Rio Grande would seismic pick it up or do they have the technology to drill deep enough.
