Pintail 1-21H and Pintail 1-28H

Below are links to two drilling permits in 21-17N-3W and also the notification of Spud on the two wells. The wells are the Pintail 1-21H and the Pintail 1-28H. There is a location exception on Pintail 1-28H. It looks like the wells are being drilled very near to each other with the Pintail 1-21H being horizontal north to produce from 21-17N-3W and the Pintail 1-28H being horizontal south to produce from 28-17N-3W. Can anyone with more expertise take a look at these and let me know what is happening here?

They are drilling both wells from a surface location in 21. one under 21 the other under 28. They drill from a surface location in another section all the time.
