Question about offer on interest in Howard County - Fusselman

I have a friend who gets royalty checks amounting to a few hundred dollars a year on these properties in Howard County:

SE LUTHER FUSSELMAN UNT TR 24,
WAGNER OIL COM, T2N BLK 32 SEC, 23, T&P
SUR ACRES: 3300.000

and

SE LUTHER FUSSELMAN UNT TR 25,
WAGNER OIL COM, T2N BLK 32 SEC, 23, T&P
SUR ACRES: 3300.000

He's received unsolicited offers to buy them over the years, but wasn't wanting to sell at the time. However, he recently got one that is almost an order of magnitude higher than previous offers.

Does anybody have any clue what could be going on?

He's now wants to sell, but he's nervous about what the huge jump in the offer means. Is it a one-off sort of thing for some crazy reason and he should grab it, or is there a reason his interests are suddenly worth that much more, such that he should shop them around?

A drilling permit was approved Nov 30 for the JPM EOC OPERATING, INC WILEY BOB 26-23 WA well, and it was spud on Dec. 9. I would say that is a significant event taking place on his minerals

The offer came from one of the companies that send conditional bank drafts. Is there generally a reason to accept the offer with the bank draft as opposed to just sending back the signed papers, or vice versa? Or maybe I should take that question to a more general forum?
