I have received an offer to sale or lease my mineral rights to 2 tracts of land located in the NW/4 and the SW/4 of Section 28, Block 32 in Howard County, Texas. Is there a way to determine the value without accepting the first offer?

What is the township ? Usually reads like Block 32 "3TN" Sec 28.
