Yes, there is an increased density hearing at the OCC, That means they are requesting to drill more wells on the section. At least two are requested. Those filings often trigger increased offers to buy by folks that hope that the mineral owners don't know. Any time you get an offer to buy, the folks doing the offering think they can make a profit. You have to decide if the offer is better or worse than the potential future profit. In my experience the sales offers are usually quite low compared to the future profit.
