Not necessary, but generally a good idea. Especially as to split horizons.

I agree. It is not a dealbreaker but it is something that I would certainly want if it was my interest. Pugh clauses can be vertical or horizontal and vary in scope, so try to negotiate for the one that gives the operator the least amount of wiggle room.
