Looking for information regarding the typical time frame (if there is one) from the time a drilling permit is issued until the driller spuds in.

The time frame from permit to spud will vary by operator - and will even vary for the same operator depending on the amount of effort needed to cure title for drilling unit.
One of the big indicators of spud is when surface location is constructed. Do you have a way to see what is happening in the field for your leased minerals (first assuming that you know there is a permit - probably by checking Tx RRC site)?
From what you said, there are many variables and therefore there is no "rule of thumb time frame". In instances where there are several land owners in a drilling unit, resolving curative title issues could take quite a while.
