In the status field of a permit on the Railroad Commission website, it usually would say submitted, pending or approved… what does “Engineering” in the status field mean?

Call them and ask. Or look in the handbook if there is one. It could mean that the engineering committee at the RRC is looking at the documents to see if the technical work has been completed before issuing a permit. I know that is what the OK Commission does.
RRC has answered my e-mail questions usually with a name & phone number, I’ve spoken to helpful RRC staff on the phone. I find the user manual on RRC website useless.
