What does it mean for the mineral owners in that section?

I don’t actually represent anyone. I’m just a mineral owner myself and am learning by researching stuff I see in tax sales, auctions and random stuff I run across while exploring online. I do occasionally buy mineral interest in Texas but I know nothing about Wyoming.
